Self-Exclusion in the Philippines
A complete guide to PAGCOR's exclusion programme — how it works, who can apply, and where to get help
What Is Self-Exclusion?
Self-exclusion is a formal, legally binding request for a gambling operator or regulator to ban you from accessing gambling venues and services. Once applied, your name and photo are added to a restricted-persons database that all covered operators must check before allowing anyone to gamble.
Understanding what exclusion does — and what it doesn't — helps set realistic expectations:
What self-exclusion blocks
- Entry to all PAGCOR-licensed casinos, e-Games outlets, and regulated online gambling platforms
- Opening new gambling accounts at covered operators
- Receiving gambling-related marketing materials from licensed operators
- Access to gaming floors: staff are trained to identify and remove excluded persons
What self-exclusion does NOT block
- Unlicensed or offshore gambling sites that operate outside PAGCOR's jurisdiction
- Casual card games or lottery tickets not covered by PAGCOR's remit
- Access to your bank account or payment cards (separate payment-level blocks are needed — see below)
- Physical access to a casino building if staff fail to identify you (enforcement relies on human checks)
Self-exclusion is most effective when combined with other tools: blocking software, payment restrictions, and support from a counsellor or treatment centre.
PAGCOR's Exclusion Periods
Both self-exclusion and family-initiated exclusion offer three duration options. Choose based on how much time you feel you need to recover and rebuild healthy habits. After the exclusion period ends, the ban is lifted automatically — you do not need to do anything to have it removed.
Six Months
The shortest available period. Irrevocable once submitted — cannot be shortened or cancelled during the six months. A good starting point if you are uncertain about committing to a longer ban.
One Year
A medium-term break that gives you space to address underlying issues without an open-ended commitment. Recommended if six months feels too short but five years feels daunting.
Five Years
The longest self-exclusion period available. Best suited to those who recognise a serious, long-standing problem and want the strongest possible barrier against returning to gambling prematurely.
Family-Initiated Exclusion
If a loved one is struggling with problem gambling and is unwilling or unable to apply themselves, an immediate family member can apply on their behalf. PAGCOR's Family Exclusion/Banning programme covers:
- Spouse
- Child (applicant must be at least 18 years old)
- Parent
Exclusion periods under the family programme are 6 months, 1 year, or 3 years (note: the five-year option is available for self-exclusion only). The ban covers the same PAGCOR-licensed venues as self-exclusion.
Documents required (family application)
- Completed Family Exclusion Application Form (download from PAGCOR's website)
- Photocopy of a government-issued photo ID of the respondent (the person being excluded)
- Photocopy of a government-issued photo ID or school ID of the applicant (the family member applying)
- Two (2) 2×2 coloured photos of the respondent — taken within the last 6 months, full-face, no hat, glasses, or face mask
- If submitting remotely, a selfie or video call is required for identity confirmation
- Plus one of: Birth certificate of the respondent (if applicant is a parent or child) or Marriage contract/certificate (if applicant is the spouse)
Operator-Level vs. Regulator-Level Exclusion
There are two distinct layers of exclusion available to Philippine players. Understanding the difference helps you use both effectively.
Pros
- Operator-level: Takes effect instantly — usually within minutes of submitting through the site's responsible gambling menu
- Operator-level: No paperwork or ID required; done entirely online within your account settings
- Operator-level: You can set deposit limits, session time limits, and cooling-off periods alongside a full self-exclusion
- PAGCOR-level: Covers every PAGCOR-licensed venue — casinos, e-Games outlets, and regulated online platforms — with a single application
- PAGCOR-level: Legally enforceable; operators face sanctions if they allow an excluded person to gamble
- PAGCOR-level: Family members can apply on behalf of a loved one
Cons
- Operator-level: Only blocks you at that one operator — you can still access other licensed sites
- Operator-level: Easier to circumvent (e.g. a new account, a different device) without additional safeguards
- Operator-level: Enforcement relies entirely on that operator's systems
- PAGCOR-level: Requires a formal application with ID documents and photos
- PAGCOR-level: Processing is not instantaneous — allow time for the application to be reviewed
- PAGCOR-level: Does not cover unlicensed offshore gambling sites
Use both layers together for the strongest protection. Operator-level tools take effect immediately; PAGCOR-level exclusion creates a cross-venue, legally enforced ban.
How to Apply for PAGCOR Exclusion
There are two official channels for submitting a self-exclusion or family exclusion application to PAGCOR. Both require the same documents; choose whichever is more convenient.
By Email
Send your completed application form, ID photocopy, and 2×2 photos to [email protected]. If you are unable to submit in person, a selfie or video call will be required for identity verification.
By Drop Box
Deliver your documents to the drop box at MET Live Building, Central Business Park 1-A, Macapagal Blvd cor. EDSA Extension, Pasay City. This is PAGCOR's physical submission point.
Online Portal
PAGCOR operates a self-exclusion portal at osea.pagcor.ph. Visit the portal to begin your application online. Check the site directly for current availability and any updated steps.
Documents Required (Self-Application)
- Completed Self-Exclusion Application Form
- Photocopy of a government-issued photo ID

- If submitting remotely (not in person), a selfie or video call is required for identity confirmation
What to Do While You're Excluded
Exclusion removes access to gambling venues, but lasting recovery usually requires additional support. The following resources are available to you during and after your exclusion period.
National Problem Gaming Helpline (NPGH)
The NPGH is the first point of contact for anyone struggling with problem gambling in the Philippines.
- Phone: (02) 8248-9568
- Email: [email protected]
Counsellors can help you understand your options, refer you to a treatment centre, and support family members affected by a loved one's gambling.

Blocking Software & Payment-Level Controls
PAGCOR exclusion covers licensed venues but cannot reach offshore or unlicensed sites. These additional tools help close those gaps and create a stronger barrier at the device and bank level.
Blocking Software
Apps such as Gamban, BetBlocker (free), and Blocksite let you block gambling websites across every browser and device. Install on your phone, tablet, and computer for broad coverage — they work even on sites outside PAGCOR's remit.
Card & Payment Blocks
Most Philippine banks allow you to block gambling merchant category codes (MCCs) through their mobile apps or by calling customer service. This prevents gambling transactions from being processed even if you access a site.
E-Wallet Restrictions
GCash, Maya, and other e-wallets used for online gambling often have spending limits and category blocks in their settings. Lowering your wallet limit or contacting support to restrict gambling transactions adds another layer.
Trusted Person Controls
Consider giving a trusted family member access oversight of your accounts, or asking them to hold your cards during the exclusion period. Human accountability complements technology-based blocks.
Frequently Asked Questions
Can I cancel my self-exclusion after I apply?
No — not during the first six months. The initial six-month period is irrevocable by law. After that period expires, the exclusion is lifted automatically. If you chose a longer period (one year or five years), you remain excluded until that period ends.
Does PAGCOR exclusion cover online casinos?
Yes — exclusion applies to all sites licensed and operated by PAGCOR, including regulated online gambling platforms. It does not cover offshore or unlicensed gambling sites. Use blocking software and payment controls to address those channels.
What happens if I enter a casino while excluded?
Operators are legally required to identify and remove excluded persons. If you are found inside a PAGCOR-licensed venue while excluded, staff must ask you to leave. Operators who knowingly allow excluded persons to gamble face regulatory sanctions.
How long does it take for an exclusion to take effect?
PAGCOR does not publish a specific processing time. Email applications may take several days to process. The online portal at osea.pagcor.ph may be faster. Contact PAGCOR at (02) 8248-9568 for a status update after submitting.
Can I apply for a family member who refuses to agree?
Yes. The family exclusion programme allows a spouse, child (aged 18+), or parent to apply on behalf of a loved one without the person's consent. PAGCOR will require identity verification — usually a selfie or video call — to confirm the respondent's identity.
Is the exclusion programme free?
Yes. There is no fee to apply for self-exclusion or family exclusion through PAGCOR.
What if I need help but am not ready to self-exclude?
Call the National Problem Gaming Helpline at (02) 8248-9568. Trained counsellors can talk through your options — including deposit limits, cooling-off periods at individual operators, or referral to an accredited treatment centre — without requiring you to commit to full exclusion.
